[SLTS] WCML South Route Upgrade V2.4

This route is a version of DTG's West Coast Mainline South London to Birmingham route that fixes various inaccuracies with the default route and adding a few features to aid in scenario creation.
This route also contains 10 scenarios, which are detailed in the readme.

-Corrected platform markers so that AI trains don't overshoot platforms
-Added Car Stop track markers so that AI trains stop in the correct place (+updating scenarios so AI trains use these*)

*9G30 scenario currently unchanged due to scenario editor issues
