There is an issue in that you're using a (Trail) variant for one of the 37s which prevents traction to be obtained from it.
Also the AP FNA are being used and not the JT ones, despite the scenario description ;)

unfortunately, I can't get the file to load - the scenario freezes on the loading screen repeatedly. Any ideas?
I don't sorry, make sure you have all the requirements and clear your cache's and that's about it (it loads for me)
