LNER Peppercorn A2 Cabview Patch

Description
Changed the Camera so that one can see at least something from what is in front and to have a better view of the controls. Also added a "Head-out" Perspective and tightened the Camera so that it still moves a little but does not move all over the place when going faster.
This Patch is for the version that came with TS2021 Southampton to Bournemouth.
Installation Instructions
Make a backup of the original A2_CabCamera.bin, then unpack the file and copy the Assets folder to your Railworks directory.
