DBSO run sound patch

The AP DBSO uses their B4 run sounds which while excellent for standard mark 2 stock with tread brakes, the DBSOs were all fitted with disk brakes. The 'heavy' run sounds of older stock are a result of the brake blocks grinding down the wheel tyres which is why disk braked stock sounds much 'lighter' (and quieter) on the tracks. This patch makes the DBSO use the run sounds from the AP mark 3 pack which are closer to what a real DBSO sounds like.

Also included is a fix for the BR scotrail reskin which currently has no sounds
