Wonders of Sodor - Percy Timetable Fix

In the base game, Percy's timetable includes four services that cannot be run by the player: one bringing loaded trucks from the quarry to the harbor, two bringing the empty trucks back to the quarry, and one of Percy running around his coaches at the harbor station. These services exist in the game, but can only be run by the AI. This mod removes the AI-only flag for these services and makes them fully playable.

Do note that the service bringing the trucks down to the harbor does not appear in the timetable menu. However, it can be played by waiting in free roam after completing the prior service (taking the brake van to the quarry). Also, to successfully complete this service, the player MUST make use of the handbrakes on the trucks.
