Sandpatch Grade Enhancement Pack v1.3

This mod adds in logos that had to be removed on the locomotives on Sandpatch Grade due to copyright, as well as a few other general bug fixes and improvements

Full Changelog:
AC4400CW

• Copyrighted logos added in where they've been removed (Motorola, General Electric, etc.)
• Darker tan cab interior color to match the prototype color
• Black cab sun shades
• Darkened rear radiator grills
• Added a primer hatch on the under-cab AC unit of the YN2 AC44
• Improved colors on the YN2 livery
• Dulled down the paint to appear less shiny

SD40-2

• Copyrighted logos added in where they've been removed (Motorola, EMD, etc.)
• K9 APU sticker on either side of the cab
• Improved colors on the YN2 livery
• Dulled down the paint to appear less shiny

GP38-2

• Copyrighted logos added in where they've been removed (Motorola, EMD, etc.)
• CSX logos on the first aid kit in the cab
• K9 APU sticker on either side of the cab
• Improved colors on the YN2 livery (However, it is currently not working in TSW)
• Dulled down the paint to appear less shiny

Route

• Improved the "safety first" poster design to a more realistic poster
• Added Amtrak logos to Cumberland station
• Fixed signal lenses glowing bright white when not lit

v1.3 Update

• Changed some normal map and MRAO texture features to improve the weathering on the YN3b AC4400
