SNG Power Brake Controller Sensitivity Fix

DTG recently released their rendition of the Dutch "Sprinter Nieuwe Generatie" to go along with the first Dutch route for Train Sim World. While being overall a resounding success, the power brake controller of the train suffers from a notable issue where the sensitivity is way too high for players using the keyboard to move it, making it very difficult to achieve the desired power or braking range for the train.
This mod adjusts the sensitivity of the PBC for the SNG to halve the sensitivity from the default value of 1.0 to 0.5. While this is still more sensitive than a lot of other trains in the game, it does match the values used in other mods for senstivity increases which have been praised for striking a good balance between accuracy and speed.

A comprehensive list of changes can be found below:

• Reduces the sensitivity of the Power/Brake Controller on the SNG when using the keyboard
• Applies a sensitivity value of 0.5 as opposed to the default 1.0
