Changes to running and overall balancing.

HSThorn.pak
Adds a new horn.

HSTattenuation.pak"
Changes to settings- Extended range of horn and track joint sounds (Power Car and MK3).

Valentaexperimentv2.pak
An ongiong test to replicate a Valenta engine in light of new DTG livery designer function. New More tweaking of sounds. New texture file that changes the look of headlamps, markers and tail lamps. Adjustment to material files to reduce body shine. Note InterCity Swallow livery not included
