Patcham Tunnel Speed Patch

Description
So this patch does exactly what it says on the tin. It increases the maximum permitted speed from 75mph to 90mph on the UP line at Patcham Tunnel. It also changes a few speedboards missed between Balcombe Tunnel Jct-Earlswood to show 100mph. Currently, this patch only supports the recently released Class 319 Electric Multiple Unit Pack Volume 2 by Armstrong Powerhouse. In the future it may support other packs.
