(ATS) WCML Midlands and North West - missing signals

Adds two missing signal blueprints that are only present in the old Virgin North Wales Coastal DLC but not in the TfW version. This route needs these.

The models and scripts are already present in the NWC (TfW) DLC, so I only provide the two blueprints.

Install and clear the cache once (or just delete DTG\NWC-CreweCaergybi\blueprints.pak).
