[Norfolk Southern Coal District] Career Scenarios Fix

Description
This patch fixes the default Career scenarios, which cannot be completed because of unachievable timings.
This was due to a TS physics update which made the ES44AC more realistic, but screwed the scenario timings.
I have changed all scenarios from a timed checkpoint style, which is unrealistic for freight operations, to having you started with 1000 points and getting deductions based on driving errors.
Scenarios affected:
ES44AC: Emerald Coal Run
ES44AC: Power Supply
ES44AC: The Monumental Pt.1
ES44AC: The Monumental Pt.2
ES44AC: Running The Manor
All are completable now and should trigger Steam Achievements.

Installation Instructions
Open the .zip, and drag'n'drop the "Content" folder onto your "RailWorks" folder.
If applied correctly, you should then have my tmNSCoalDistrictCareerScenariosFix.ap file in your RailWorks\Content\Routes\00000044-0000-0000-0000-000000002014 folder.
