[VRC] CSX C30-7 Sandbaggin' Career Scenario Fix

Description

Fixes the crash (DISPATCHER) on the Career scenario "Sandbaggin'" on Miami - West Palm Beach.

Reasons: duplicate vehicle IDs and consist too long for shunting. It seems TSC now takes consist length into account for instructions.

This is a fix-in-place, the scenario will reward XP and highscore upon completion.
