Removed the AssetsRegistry.bin file from the SandPatch Content Folder and repackaged the mod. No other content changes have been made. If you do not use the scenario planner you don't have to download the new plugin but I would recommend updating.
Added more spawns for Cars and Locomotives throughout the terminal..... Tweaked some of the spawns for density.

437 Mixed Freight cars in the various yard tracks and in various cuts.... Rearranage to suit your style.
Sandpatch Grade Cumberland Terminal Sandbox. No objectives, no Dispatchers, no time limits, no AI trains. Just locomotives and freight cars. There is no penalty of passing Red Signals so you may go as far as you wish.
You will spawn on the Main #1 right next to the Classification Tracks, There you will find just about everything you need to assemble a train and take it up the mountain or just switch cars from track to track. This is your sandbox there are literally no rules.

Summer Clear
Summer Raining
Winter Clear with Snow
Winter Snow Storm
I've also included the Scenario Source files in case anyone wants to look at them, or make any chances. There is currently an issue with some of the Weather in a section of the yard but I believe this is an issue with the updated route. Also when installed the Built in Scenario Planner stops working, if anyone knows how to resolve that one feel free... If somone does figure out the scenario planner bug let me know I've not gotten around it.
Requirements
This custom scenario set requires only the base game and the C40-8W locomotive DLC installed.
If you do not have the C40-8W DLC the game will crash.
Installation Instructions
Remove any Previous Version of the TS2Prototype-LIG_SandPatchGrade.pak
Place the TS2Prototype-LIG_SandPatchGradeV1.2.pak file into your TSW2 DLC folder.

Cool scenario, I had a quick go with the winter clear one. Looking at the contents of the pak file, I think the issue with it breaking scenario planner is because it includes an AssetRegistry.bin file in the SandPatchGrade plugin which causes the game not to read the original asset registry file included with SandPatchGrade. This means the game doesn't know where the definition file is for things like scenario planner.
Ideally the SandPatchGrade plugin shouldn't need to be included, as the map tiles should be placed in a Tiles folder that sits in the same directory as the scenario definition. This way the tile will only be loaded when playing the scenario.
Good Catch Will! That was exactly the issue. I removed the AssetRegistry.bin from Sand Patch repacked and wham Scenario Planner works!

Updated the game in the Epic Store and it stopped working. Before that everything was fine. Sad.

One of the train's thsat spawn in just south of the Yard has spawning issues the rear of the train is glitching in on it self. if you attemp to get in the lead unit the train breaks.
