KORAIL , or KNR prior to 2005, decided to replace the 8000 series, which was produced by 50 Hz Group lead by Alstom based on SNCF BB 15000.
KORAIL introduced massive amounts of EMUs, thus the new locomotive are designed with the intention of freight service. The locomotive was designed by Hyundai Rotem and lots of part was prodcued by Toshiba.
8500 series has some interesting design elements. As a freight locomotive, it used a Co-Co arrangement to ensure adhesion can be provided in tough terrain. Yet, the HID headlight was sharing the same design on KTX-Sancheon and ITX-Cheongchun EMUs. Moreover, it has a shocking 150kph max speed to provide high speed freight service. The headlight position was higher than 8200 series based on Eurosprinter to provide better visibility.
Occasionly 8500 series will haul passenger service despite lack of the HEP system.
Due to 187's roof was locked from painting, a very small amount of blue was painted on top of the side to provide some visual difference
