[ALRR] ALRR Budd RDC Reskin

This is an ALRR repaint for the Golden Age of Railroading Budd RDC. The scheme is the ALRR excursion scheme, featuring excessive application of silver spray paint.

In the time period the ALRR is set, the railroad keeps a few RDCs on hand for excursions, inspections and employee specials. In the past they provided local passenger service to all of the stations on the route.

Requires the Penn Central version of the Budd RDC. Compatible with the CentralJerseyRailfan RDC sound pack by default, no extra steps to use it!

The driver character has been aliased to one from Pacific Surfliner. If he's missing that's why
