DTG Woodhead Electric Railway in Blue FPS Fix

Included is a patch for the 'Woodhead Electric Railway in Blue' route which removes the shadow casting effect on all the cab lights and saloon lights that gets used by the various rolling stock in the route in an effort to improve frame rate performance while playing the route.
